Find user_id of user to be promoted
select user_groups

For full powers, insert two records:

	user_id
	bureaucrat
	
	user_id
	sysop

Or you may just make the user a bureaucrat or
a sysop.

MediaWiki has changed where that file is.

Find it, rewrite require_once in the .php looking for it.
